Movie in-short: Rifki has lots of luck everything seems to go as he thinks. People of his village brand him as some sort of a holy man. He becomes the governor and tries to make his village a better place.
Movie story-line: After his father's death, Rıfkı (Kemal Sunal) returns from Germany to his village to sell their goods. He is declared a Saint after several incidents. Rıfkı, prays for rain for half an hour and sends down rain. He prays and old single women get married, heals crippled people. Meanwhile, some mercenaries tell him to enter village elections for the Mayor. Another candidate offers bribe to Rıfkı for not entering elections. Rıfkı wins the elections, but in the end people realize his tricks.
Movie synopsis: Returning to his village from Germany to sell his deceased father's property, Rifki turns into a 'saint' as a result of coincidences. It makes it rain for the villagers who pray for the rain, makes a healer, opens the fortunes of the girls who are stuck at home. Meanwhile, he is asked to run for mayor. He wins the elections but soon turns out to be a con man.
